Allow Neo workflows to add checklists from the checklist library in Autotask.

We have checklists saved in the library that we use (different checklists for different situations) and we would like the Triage workflow to be able to add checklists to tickets based on specific sub-issues. That is one of the two things missing from a full triage for us.
