Credits tied to actual tool usage

I have an agent that burns through a lot of tokens because it has the ability to write to a ticket or send notifications. The problem is that 70% of the time the workflow runs, it does not need to perform any of these actions. It would be helpful if the credit usage was based off of what was actually performed for each run of an agent.
