Historical ticket sync when adding new PSA boards

When you add a new board or queue to your PSA sync filter, Neo will now backfill historical tickets from that board — not just tickets updated after the filter change.

This means workflows and agents immediately have access to the full history of tickets on newly added boards, improving triage accuracy and similar ticket search results from day one.
