Merge Action Status Filter

We need the ticket-merge action to let MSPs exclude selected ticket statuses from merge candidates. Status handling differs between PSA configurations, and a resolved ticket was incorrectly treated as an eligible destination, creating a wrong automatic merge. A configurable exclusion list would let each MSP preserve its own workflow rules.

    The merge step now has a list of statuses to exclude. A ticket in one of those statuses is never picked as the merge target.
