TIL Request Expirations

This is primarily applicable to Dispatch TIL requests, but could be useful for other TIL types as well.

It would be helpful to have a configurable expiration time on TIL requests. For example, if a Dispatch TIL has not been acted on within 1-2 hours, the recommendation is often no longer relevant. Automatically expiring stale requests would help keep Teams chats and TIL queues more manageable.

As an enhancement, TILs could support dynamic expiration. For example, if a Dispatch TIL recommends scheduling a technician for a specific time and that time passes without action, the TIL could automatically cancel or expire since the recommendation is no longer valid.
