Trigger/filter on the most recent ticket note, not all notes

Add a Neo trigger/filter option for the most recent Halo ticket note content, e.g. “latest ticket note equals/contains ~Ticket Closed~”.

Use case: Ticket QA Reviewer should run only when the most recent note is exactly “~Ticket Closed~”, and should not run again when a later note/time entry is added after the ticket is already closed.
